What a published set is

It is a record of what was supplied. That is the whole claim, and it is smaller than it looks. It does not mean the addresses respond, it does not mean they respond for you, and it does not mean the set is complete.

Numbering has the same problem in a quieter way. People read one as best. The set is presented flat because flat is what is actually known about it.
